With the arrival of summer comes time to remind all members of the Stonewater Homeowners Association of an upcoming annual meeting. Date, time and location of the meeting will be announced soon.
The meeting’s purpose? To fulfill requirements of the association covenants. Once a year members are to meet to elect officers and update board membership. At least three trustees must be chosen. One serves as president, one as treasurer and one as secretary.
The annual meeting also serves as an opportunity for Stonewater HOA members to discuss matters involving the subdivision.
Once date, time and location are announced, HOA members will be given an opportunity to submit their names for trustee offices. A format will be announce as well, including an open forum. Candidates for board offices must be HOA members in good standing.
This reminder: Homeowners are members if they purchased homes built by Lindbergh Properties/Serpendity, built after November 2011. Part of the purchase package signed at closing of those homes included an agreement binding homeowners to the HOA. In addition, several owners of homes built before November 2011 joined the HOA.
Street update
Expect repairs and replacement of damaged street slabs to begin soon. About $30,000 will be allotted for this work. Date and location of repairs will be announced.
These repairs are a step toward dedicating Stonewater streets to Herculaneum, which once complete and with approval of the Board of Aldermen would turn maintenance and snow removal responsibilities to the city.
Herculaneum public works director Mark Johnson and trustee Joe Humphrey walked the subdivision earlier this year to access street conditions. Sections of damaged concrete were marked in orange and then in white. Those are slabs that must be repaired or replaced before the city will accept dedication and assume maintenance.
Estimated repair cost for all repair work was $100,000. The HOA does not have that money for a one-time payout. Remaining repairs will be made as money comes available.
Why can’t the HOA cover more street repairs at this time? Dozens of HOA members have not paid annual dues.
The amount owed as $39,407.07 as of mid-June. There are 10 homeowners that are more than $1500 in arrears. Liens have been or are being filed against homeowners with delinquent accounts. Plus, about 15 homes in Stonewater were built before the covenants went into effect in November 2011 and thus pay nothing toward repair costs.
More than $90,000 in repairs were made the past five years. That much remains to be done.
The annual meeting will help determine members’ ideas on how to proceed with street repairs.
About HOA membership
YOU are the HOA. A board of trustees or managers was elected by HOA members in August 2025 to handle operation of the association and bring matters to all members as necessary. Trustees are obligated to enforce the covenants. Trustees are elected annually, with at least three trustees on the board. Three is the required number; more residents may volunteer to help the board in its functions.
Board members are Michael Hicks, Jenna Pablo and Joe Humphrey. Ernst Management handles financial matters.
Chief among resident responsibilities is insurance. Because residents are responsible for any incident on common ground, insurance provides coverage so residents don’t have to pay accident claims.
Another issue handled by the board include monthly maintenance of the retention pond on Rolling Stone. A service provider monitors water quality and operation of the aeration pump.
Another highly visible maintenance issue is the cutting of grass on common ground. This includes roundabouts and islands, plots along Rolling Stone, the strip along Festus-Horine behind the white vinyl fence and the area along Festus-Horine behind Phase 3 and Stone Henge Court.
Many sections of common ground are cut weekly. The area between Phase 3 and Festus-Horine is cut 12 times a year — twice a month in spring and early summer, monthly in July and August, and twice a month the rest of the growing season.
Residents are responsible for electrical costs, most notably streetlights. And until Herculaneum agrees to take over such maintenances, residents are responsible for snow removal and street repairs.
